Probably said to frighten kids by disapproving mothers. Much like 'If you pull that face and the wind changes you will stay like that'.

Unfortunately kids are impressionable and it takes a long time to actually realise that these these aren't true.

Yes i think playing with eyes will make you blind, especially if they're your own.
