Is there a point (a percentage of foreign workers) at which a company must translate documents/paperwork/legislations into their native language. If so... what is it?

Perhaps nothing specific but it is an employers responsibility to enusure any H&S regs/signs are understood and to do this it may be required to be in a native language to get the message across and show due dilligence as an employer.
