It most certainly is. You have to show you have a genuine and sufficient reason for needing the information, and pay around �3.

Be aware that it is a criminal offence to lie about the reasons for needing the information.

Regulation 27 of the Road Vehicles (Registration and Licensing) Regulations 2002 requires the Agency to release information from its vehicle register to the police, to local authorities for the investigation of an offence or decriminalised parking contravention, and to anybody who demonstrates �reasonable cause� to have the information made available to them.

or if your an AA member tell them your interested in buying the car and ask them to do a search for it, this will tell you the name and address of all previous owners
