A friend of mine has been recieving payments into their account from people and businesses. It is quite a large sum. They have contacted the bank to tell them and they have said they cannot take the money out and that they should not spend it as they might contact the bank and want it back. Is there any point where this money belongs to them? What is it is there for years?

it will never belong to them, and to be honest i would be amazed if the intended recipient did not discover pretty soon that all payments are going elsewhere.
I would demand that the bank contact the senders to advise them of the error.

The last thing you want is the taxman or serious crimes police sniffing around at why you are receiving this money.
Get your friend to contact the bank obudsman, money being put into their account isn't their fault, and they need access to their own money and account.
