can anyone explain why I coudn't exchange 10 x £20 notes for 2 x £100 notes in a bank where I don't have an account?

After all what better way to get rid of forged £20 notes than to take them in banks and get them changed for genuine notes.
If you did this all over the city for a day you could get rid of hundreds of pounds of forged £20 notes.
p.s. I am not suggesting they WERE forged, but that may be their argument.
