Ive received an email asking me to update my PayPal account or it will be suspended. How can I tell if this is a genuine email. If so, do you have to update it regularly ?

It has come to our attention that your PayPal® account information needs to be updated as part of our continuing commitment to protect your account and to reduce the instance of fraud on our website. If you could please take 5-10 minutes out of your online experience and update your personal records you will not run into any future problems with the online service.
However, failure to update your records will result in account suspension. Please update your records before February 13, 2013.
Once you have updated your account records, your PayPal® account activity will not be interrupted and will continue as normal.

Chelle makes a very good point actually. Log into your Paypal the usual way and if there's anything you need to do, like update your account, it will come up when you log in. If not, then just ignore and discard the email you've received. Mine was specifically because I'd changed info. Sounds very much like your's is a fake.
Just delete it. Don't touch it at all. This is a scam, I received the same message the other day.
My one came from [email protected]. This is obviously as close as the scammers could get to something looking like paypal itself.
Just delete it and any other emails that purport to come from banks, They're all scams that will lead to your account being emptied.

If you hover over the address of the link they want you to click on it will show an address that is not paypal. Don't click on the link though.
You could forward it to [email protected] before you delete it
