How To Close Credit Card Account?

A family member opened a credit card in my husbands name, when he discovered this it had an outstanding balance of £11000.
It has now been paid off and has a zero balance.
His problem is how to get this closed, he has rung, written and been into the bank of the credit card, all to no avail, he is assured it is closed but the automated service says there is an available balance of £10000.
This has now been going on for 2 years and the stress is beginning to make him ill.
He needs it to be closed any ideas what he can do to make this happen?

Surely that means he has an "available" balance ie, he can spend £10,000 if he so desires.

Cutting the card up does not close the account. If the wayward family member still has a record of the credit card details he could easily rack up a huge debt online.
Not only that, it affects the credit rating if the OP needs a loan or mortgage.

Write a letter to the Head Officer by registered or recorded post and keep a copy. Attach proof of delivery to the copy.

Dear Sir,
Re: Account Number --------------------
I have made several attempts to close this account and am concerned that there is still available credit of £10,000.
Please close the account forthwith. If you fail to do so and the account is used I will be in no way liable for any monies owing to your company.
I have destroyed the credit card and will not be using the account.

Please acknowledge receipt of this letter and confirm the account is closed.

Report the card as lost or stolen. It will be immediately cancelled. When a replacement arrives it will have a different security number which will be unknown to the other person and therefore of no use when trying to make on-line transactions.

The alternative is to ask for the credit limit to be reduced to say £1000. I read once you're supoosed to ask for it to be closed and terminated.
