Vanquis Visa Cards

Got an email this morning from a company Called 'Vanquis' who give out credit cards, i opened it and was astonished at some of the rates that they give?
the Abacus card gives you tempting 39.9% apr. and in some circumstances will give you a card with 59.9% apr, what a deal, ok fair enough if you want to build up your credit history but surely there are other ways,.a complete rip off. any views?

OMG these rates are terrible, are these allowed. I think this may be a company who "offer" them to people who cannot get credit
