Are you still liable for debts if you emigrate to another country? Can you be forced to return to the UK and settle?

Yes you are still liable for the debts.

Don't understand the second part of the question - who is going to do the forcing? Guys with baseball bats? Maybe. The UK courts? No jurisdiction. Foreign courts? Maybe, maybe not. Maybe they'd revoke your visa? Or just (try to) make you pay where you are. Or do nothing. It will vary according to where you are and the determination of your creditors.
