Can I rent my property to some one. But I still have mortgage on the property.

You need to talk to your mortgage company - they will need to be sure you have appropriate buildings insurance (most domestic policies do not cover tenants) and that you create a tenancy that does not give the tenants rights over the property that conflict with the mortgage company's.

Most mortgage companies are very helpful.
