arrested wages

can my wages be arrested by two different sheriff officers for council tax? i have been paying one with no hassle completely fine with it but now the council have split the debts and the other office have went into my building society and taken every penny from my account. i have 0.01p to live on for the next 3 weeks. the sheriffs office said i had ignored them but the council had phoned them and had this week sent me an expenditure form which i have filled in so we can agree some sort of payment. please somebody advice me as i am at breaking point
