My daughter left the NHS about 4 years ago, when she had her second baby. She was not provided with her P45 at the time and has never received it, in spite of numerous, very lengthy phone calls. It's not easy contacting the pay section as it deals with such a vast number of staff salaries. She wants to start looking for some part-time work now and just cannot get this damn P45. I know how hard she's been trying, I've been there when she's been passed from one person to another, to another etc and been on the phone for well over 40 minutes. They assure her it will be sent to her and yet again, nothing arrives. Is it more sensible now for her to contact the tax office herself? Can they actually issue it directly to her?

The purpose of a P45 is to ensure that the new employer knows how much tax has already been paid by the previous employer and what the tax code is - without a P45 the new employer has to assume that the tax code is whatever the default is and that no tax has been paid so far - commonly known as "emergency tax", so you pay more tax than you expect to.
However, it's only relevant within a tax year so after this length of time, it's of no use anyway.
