I used to work for a University and the end of our financial year was 31st July.
Companies can choose their own financial year end, so the answer to your first question No. Each company has to file its annual accounts within ten months of its year end.

Companies can also elect to change their year end - a relatively simple procedure.

Also worth noting that this applies to Limited companies and not Sole traders or parternships who do not need to publish accounts.
