During a crisis, would the Defence Secretary be able to call the Prime Minister by his first name?

I'm writing a film and I need to the dialogue between these two characters authentic.

For the benifit of the hard of understanding, 'Call me Dave' is a quote from David Cameron who is our Prime Minister!

What period is your film set in? There would I think be more formality say forty years ago than now.
