I don't know whether an outstanding loan is a factor in deciding whether to grant visas but if it is could you not repay from where you are residing currently?

I would go further. It would have no impact in a decision as to whether you could gain another visa to visit the UK.
Why not pay the loan of anyway. You don't have to be in the UK to do that.

The question is i want to apply for uk visa, is loan matter in visa process, and how much chances of getting visa in this position ,if i got visa then off course i have to pay back loan
Of course you are morally obligated to pay the loan back in any case......

The two items are separate matters.

Pay the loan back.....it'll be good for your karma. :)
