You haven't told us if you've changed jobs within Local Government (i.e. gone to another Department) or have left them completely.  If you have left then I'm afraid your pension will be 'frozen' until you retire, unless you go to another government office, i.e. NHS or Civil Service when you will be able to take it with you.  You may be able to 'transfer' your local government pension to a private scheme but be careful - its one of the best pensions you can have, no private scheme matches up.  Ditto most company schemes!

i worked in education sector and have now moved to recruitment and am unsure what to do for the best
If its a privately owned company then 'freeze' your local government pension and start a new one with the new company.  A company pension is usually better than a personal/private scheme.  Don't forget - if you change addresses let the government pension scheme people know!
