The Vouchers are issued by the relevant retailer etc,and as such they can impose ANY conditions(which will probably be on the reverse of the voucher)that they like.As TCL says,if you don't like the conditions don't buy the voucher,if it has been given to you then you are bound by those conditions!
Why do you think they are a scam?Lots of people have difficulty finding presents,and vouchers are a good alternative;especially if you live far away from the recepient.
