I tried to use my paypal in a shop today but was refused. I am sure I had the correct email and password. Do I have to register paypal somewhere before I can use it like a debit card?
I have looked on the website but they state they cannot reply to individuals on this query.
The balance is 0 but I expected my bank account to be debited - like ebay purchases are.

Well if the shop accepts paypal, and you were using correct email and password you will need to contact paypal. If you log in there are options to call or email. Have used both contact methods and found them helpful

If your that hot on paypal you can get a paypal debit card, but often that does not work. Seriously why use them unless you have to ? As an ebay seller I hate them (and their charges that I'm sure the retailer does not appreciate).
Also remember that paypal is not a UK company and not registered in any way, they do have to abide by the laws of this country but we all know how much freedom that allows big companies. Should you have any issues with paypal and their policies NO ONE can help you, consumer direct will tell you where to go. And i'm willing to wager that like their owners ebay they probably aren't hot on paying tax in this country either.
