Benefit Fraud administrative Penalty

A friend was recently interviewed about Benefit fraud by DSS. They said they might offer him an administrative Penalty.  Any ideas what this is?

Just speculation but it sounds a bit like they'll reclaim what's been stolen via the system . Probably they don't think it's serious enough to prosecute. But then again what do I know!?
The admin penalty is 30% of the overpayment and they will seek to claim back this and the overpayment.  This is the step before actual prosecution.  Your friend can oppose this if they still think they are innocent.  If they have claimed incorrectly I would recommend they take this option to avoid the next step.

Who decides on 30%?  Do you think they would accept 10%for cash!!
This is where theysay you can pay back the amount overpaid plus 30% instead of going to court.
