No proof of Council Tax payment!

My sister and I got a loan in Dec 2002 to pay off outstanding debts that we had incurred.  One of which was a Council Tax Bill which I paid �800.

The problem is is that they are now asking me for this payment again.  Since I paid the bill I have moved from Scotland to England and since coming to England I have moved again.  I have no record of paying this bill as I paid cash there is no credit card receipt or debit card receipt.  If indeed I had a receipt of paying this bill it would have been lost in the process of moving home 3 times!!

Has anyone any idea at all how this payment could be traced?  Is there an on-line service that records payments like this that would require little information (ie, the date, exact amount, where I paid etc) to trace it?

Difficult one with the amount of time that has passed.  If you were able to remember the approximate date you could try asking the council if they could verify whether there were any 'unallocated' funds on that date.  This is where the system has accepted a payment but its been posted against an unknown account number.  It would appear on a separate report at the end of the week as unallocated.  It will sit in a suspense account until it is found a home so to speak.
