I thought it was useful to have the discussion because it was rightly pointed out that it was unethical and illegal, but I'll leave it there as I can see it's a grey area
In order to obtain power of attorney, you'd need to prove that the person in question is ill or disabled, either temporarily or on a long-term basis, out of the country for a significant time with no way of managing their affairs, or unable to make decisions for themselves, because of mental illness or other reasons.
black cat, the only way to get POA is with his agreement, and it doesn't take away the persons legal right to decide matters, just adds the POA holder who MUST take decisions based on what the POA grantor wants unless its illegal. The only way around this is to get the grantor declared not competent, in which case the courts will appoint a guardian, its long winded and difficult and i doubt that this person would be declared incompetent anyway.
