I don't know what it is but presumably you sign up for what seems to be a bargain and if you don't read the terms you can miss the fact that you've signed up to pay a monthly subscription of some sort
So not a fraud as the OP suggests, simply people not bothering to check the details of what they're okaying.
I think there was a similar issue with the trainline website.
A friend of mine had a similar problem. He bought some tickets on-line and did not notice that a certain box needed to be unticked to opt out of this 'Completesave' business. There was no further contact from Completesave; no 'Thank you for signing up', just a week or so later, the debits started.
So, I agree with mightymouse, it is tantamount to deception and underhand.
You should not have to opt out of these things, but it should be absolutely clear what it implies if you want to opt in. Yes factor, you're right about TrainLine.

Complete Savings is an online reward programme where members can access many great deals such as 10% cashback at over 650 popular online retailers.

The only way a consumer can become a member of Complete Savings is by completing a sign-up form after completing a transaction at one of our partners’ website.
