I know PC is means tested but if an 80 yr old has no other income or savings why must a relative living with the person be declared.

They are not applying for any benefit, so should have no relevance surely.
I know a few people who live with elderly parents to keep an eye on them but do not pay rent etc... they help the parent with household chores instead.

What Do These People Do?

Why should the government give a pensioner extra money because he chooses not to charge a family member rent?

You could say , why should a relative pay rent when they are doing all the chores and looking after the person for nothing

its just the way it is - every benefit has rules attached. To get child benefit, you have to have a child, to get PIP, you have to have a disability and so on.
if the people you know who live with elderly relatives arent happy, they either need to move out or pay the parents rent to compensate for the lost benefit
