Unless things have changed, Paypal charge 25p for withdrawing less than £50, it is free if you withdraw £50 or more.
You can let your PayPal balance build up and use the balance to pay for goods and services, or to transfer to friends and family.
I have never been charged for small amounts of money in that I have transfered to my bank account. It is never automatic when you transfer money out of paypal into your account. It is when you want to do it.
If you leave money in there and pay for something with paypal they take any balance first and after that from your bank account.
However you can also have a credit card on your account and elect to take money from the card when paying for something.
They used to charge for transferring money less than £50, as hc says, but this hasn't been the case for some time now - you can just take it out into your bank account whenever you like.

Like hc, I keep an amount in my account, then when I buy things on-line I used the PayPal balance to pay for it - without having to put in on a credit or debit card.
Thanks for the correction, grasscarp and boxtops.
