My OH retired over 8 years ago but has been doing part time gardening every year (March to October).He completes a self assessment income tax each year. However a friend who was 65 earlier this year and also works as and when in the building trade told my OH that he received a letter today informing him that as he is self employed he should be paying N.I. I thought N.I. stopped at 65. Is there a new rule?

Your other half should not be paying NI
The first page suggests you stop paying after you reach state pension age which isn't always going to be 65, but in your husband's case if he was born before April 1951 it will have been aged 65
You don't say when he reached 65. If self-employed, as your OH is, you stop paying at the end of the tax year in which you reach 65. That's for the Class 4 contributions. The Class 2 overhang a bit too, but are chickenfeed to afford compared to the Class 4.
