Plastic Bag Charging Regulation

Could some one please clarify the position for small shops whether they need to charge for plastic bags from 5th Oct 2015 as the laws comes in.

However, if the bag contains other items then you must charge. For example, you wouldn’t charge for a bag containing an unwrapped blade and unwrapped loose seeds, but adding a box of cornflakes means you’d have to charge."
So if you have bags at the checkout, and the customers do their own packing, you need to monitor them to see what goes in which bag, and charge accordingly.

i agree with you, Tilly, if you are going on a shopping expedition, but if you are out and about and suddenly realise you need a couple of things, then no. However, I've said this twice already on other threads, but when I was a kid you would buy a carrier bag, made of brown paper and string for 2d (17p at today's prices). They were fine as long as it wasn't raining; if it was the bag would soon separate from the handles and you would end up with broken jars and eggs on the ground.
we should be able to take off unwanted outer packaging at the checkouts to reduce what we put in carrier bags. Fairs fair. This link is a few years old, but more relevant now, I think
