Why does she need her UTR?
If she's trying to submit an online tax return (as many people will be trying to do over the next few days) it's not her UTR that she requires but her Government Gateway ID. If she's not got that it can take 10 days to obtain it through the post (putting her beyond the deadine for submitting her tax return):

However the trial online identification service (taking just 10 minutes) might help her to get around that:

If she still requires her UTR then it should be on any paperwork from HMRC, alongside 'UTR', 'Tax Reference' or 'Official Use'.
If she's not got a UTR at all, then she needs to register for self-assessment in order to get one.

how to get an UTR ?
you dont drive past and ignore posters at the beginning of Jan 2016 that say start your tax return early-ish or you will fail the deadline
so anyway she applies thro the usual channels ( tax man ) and it will take around 10 d. When computerised self assessment came in - there were transitional arrangements I think one of my neighbours got his in May and the tax office said OK this year we will be sensible - but not this year !
your grand daughter has to pling the button sometime this week end to avoid a penalty and it is almost impossible that she will get her UTR by then. Some people only learn when they are made to pay money .....
