Yes, it was announced in the July 2015 budget. It will apply to new vehicles bought after April 2017. The emissions level will be a bigger factor when we decide which new car to buy after that date. I don't think the extra whammy for cars costing over £40000 will affect me though

I think there will be panic buying for frugal cars this time next year and you won't be able to get discounts.
