Mrs jom has registered as an auto-entrepreneur (simplest form of business equivalent to a street trader) in France, it has taken 3 months and she has had to re-register her carte vitale (national health insurance card)
Ask someone (almost certainly some research institution) who definitely knows - I doubt if you will get truly authoritative advice on this question here unless someone can direct you to a report of some type. There is likely to be no single "easiest" country - it is most likely that several will be similarly easy/difficult. Further, my suspicion is that the very easiest will be outside Europe (and then legally there, but I am certainly no expert). In the UK the world's best country in all respects (not just easiest for starting a business) will definitely be the UK - the trouble is that everywhere else it is somewhere below the top ten on pretty much every listing of performance, parameters, etc.
