none of us know much about other tax systems
First stop is to start with IRC and write to them
Do you mean HMCR (ex Inland Revenue). or Revenue.ie (Ireland tax)? IRC is a US tax term for internal revenue code I think. There are various other IRCs on Google -International Rescue Company, an internet relay chat company and lots more

I wonder if you used a greater than sign - I think that cuts off the rest of the post.
If she has an online account she can register a query, but the quickest way is to ring (see website) but be prepared for a 20 minute wait
Is she employed/self employed?

That's odd because I use them all the time (to indicate quotes, as above).

If it's PAYE tax then the system should automatically correct any errors.

If the over-payment relates to self-assessment the system should recognise that there's been an overpayment. However the money will be held by HMRC as a 'payment on account' unless your daughter actively seeks to reclaim the money. Start here:

I've sent my email anyway. If nothing else, it gave me a chance to remind the Ed that (to the best of my knowledge) posting an Amazon link also continues to terminate a post on here.
Coppit, I accidentally paid a tax to HMRC into the wrong account. I paid Corporation Tax into the VAT account or vice versa. I didn't realise until I had a cheque in the post from one department, and then an email from another saying I was late with the payment.
It should easily be sorted out, anyway. Best to phone to set your mind at rest.
