Your reference to 'the state', and a figure in dollars, suggest that you're in the USA. This site is UK-based and, as much as we like to help people from all over the world with their problems, it's unlikely that there will be anyone here with knowledge of how arts funding works in the USA.
So you might have a better chance of getting a meaningful answer on a US -based website, such as Quora:

(For example, in Houston most of the funding available for the arts comes from the City of Houston itself, with very little coming from the state of Texas).
However if you're living a country where the President has proposed getting rid of both the National Endowment for the Arts and of the National Endowment for Humanities (as DT has done) you might be fighting an uphill battle to find funding.
Perhaps getting commercial art galleries on board might be a way forwards?
