Scottish Power £5 Admin Charge

I have just had an email regarding my direct debit payments and there is a message saying that if they are unable to collect the direct debit on the agreed date they may apply a £5 admin charge as per the terms and conditions. I have never heard of this before. Does it mean that if the 1st of the month falls on a weekend and they cannot collect my DD until the Monday they will apply a £5 admin fee?
I have no control over this process so it would seem very unfair.

No it probably means if you do not have sufficient funds there will be a charge
