If you gave them or they got a tax code for you from your tax office, they deduct the tax as they can calculated. If you then leave employment , they should have given you a P45 form that states how much pay you've had and how much tax you paid. When you give that to the next employer, that starts them off on the right deductions.
If you ended up at the end of a tax year (about 5th April) not working and with that P45, you then need to write to your tax office to get the tax back - not the employer.
The number you call depends on where your tax office is - there are dozens if not hundreds.
