What does the expression 'to cut a cheque' mean?

Unable to find the etymology, but suspect it has to do with the earlier days of paying bills by check (cheque) when the checks were printed several to a sheet of bond paper and literally had to be cut out individually when issued... Let's see if Q arrives for a more diffinitive answer...
