I must say that saving up is not a stupid comment - in fact I think it is sound financial advice. You will be pushed to find a company who will lend you without charging you an extortionate interest rate. This is because finance companies view you as a high risk customer due to your problems repaying in the past.
Say you lent your neighbour some money. They defaulted on the repayments and you had to fork out extra costs to get the money back from them via the small claim courts; not to mention extra costs in your time etc. You may have even had to written some of the money off. Two years later, they asked you again for a loan - would you lend them the money? You would be a fool if you did.
This is why companies are reluctant to lend you money now.
In my capacity as a bank manager, saving is by far the best option to someone in your position. I am sorry that this is not the answer that you had hoped for.
If you need the loan for a car, you could try "Yes Car Credit". They do lend to customers with CCJs etc. You will, however, pay for it. The interest rate will probably be in excess of 30% APR, which, in my humble opinion is daylight extortion.
