Is there anything she can do? Obvioulsy she will be pressing for a return of her money but is there anything else she can claim-or failing that someone to complain to.

She may have to be very persistent and complain to senior management. Make sure she keeps a copy of all letters and sends them by Recorded Delivery; also keep a note of the date, time and name of anyone in NTL she talks to on the phone about it.
She should also check with her bank whether there are two direct debits. If there are, cancel the one relating to the old analogue contract.
There is a thing called a "Direct Debit Guarantee" which is supposed to help in cases like this. She should ask the bank about it and how to claim under it.
