Free central heating for the elderly

My sister-in-law and myself have recently inherited a two bedroom victorian terrace house. We have a sitting tennant who is now 101 years of age. We intend to keep the house with the lady in it until she dies. She has been a sitting tennant since 1926. Would any one know about central heating for the elderly? This house has no central hearing and the poor lady can't get upstairs so uses the outside toilet! I recently heard that Gordon Brown proposes that everyone elderly should have central heating and it can be installed free. As landlords could we arrange this or does the lady have to own the house. Would anyone know the answer to this please?
