What are Certified Chartered Accounts? I thought one was either 'Certified' or 'Chartered' - not both.

The Institute of Certified Accountants has added "Chartered" to their name, so a certified Accountant is now a Chartered Certified Accountant. The method of qualification have not changed (as far as I know) - if you want to be a Chartered Acountant, you have a fixed period in which to qualify, after which you are time barred. You can qualify as a certified accountant even if it takes you 10 years.
just to add to my alcohol-fuelled late-night answer, you are correct - one is either chartered certified or chartered, but a chartered certified acountant would be mis-representing him/herself by dropping the certified from their title.
