my boyfriend is currently at the begining of a divorce.She wants to move out of the matital home and wants to buy a property of her own.As this can't be done legally as the divorce has not completed she has suggested that he has a 'charge' on her property.What does this mean?

I don't really understand the circumstances you relate, but never mind. A "charge" is now called a "restriction". If someone has a legal claim or debt then through a solicitor an application can be made to the Land Registry for a Restriction to be entered on the Register of the Property. The effect of a Restriction is that the property cannot be sold or otherwise disposed of before the claim or debt is paid or settled.
