Blacklisted address

Is it a persons name who get's blacklisted or the address that they are living in?
I am renting a property and the last two tenants obviously owe a great deal of money and have not had mail redirection - so I return to sender what I receive. Some is obviously "hate mail" and I have had official people knock my door asking if I was "Mrs X" and I am sure one was a bailiff.
I can handle all that but I do wonder if on experian and the like, that my address may be blacked which may affect me should I ever need to purchase anything (and I have a good credit rating) is it a name or simply an address that gets you on the blacklist with people?
