why does the government treat pensioners who are a couple as individuals when taking tax but as a couple when claiming benefits.

because they make more money out of them then
They don't - pensioners over 71 are the only people to still get a married couple's tax allowance. Over 75 it goes up.
Because tax is a different beast to benefits.

Because they 'give' benefits and 'take' tax!
