I have a credit card and the 0% balancer transfer rate is almost up - can I open an account for my boyfriend and transfer the balance to his new credit card?

you cant open a credit card in someone elses name.
However, he could open an account and transfer your balance

you should be able to open one in your own name no need for your bf.

yes you are. The credit card companies don't care, as long as they get debt to make money out of. No need for the same name at all.
