BT 0551 numbers

As they already had every possible revenue generating number on 07 and 08 exchanges for voice-voice calls what did BT create the 5p minute 0551 one for as well and why would a business choose it over almost identical alternatives, as many have such as Abbey Bank.

One reason is that the amounts that can be charged for 08 calls are being reduced in a month or two's time and the revenue sharing possibility being withdrawn.

That's a bit odd if Ofcom stop the system on one number they simply use a different one- surely they can only enforce the rules if they outlaw premium voice numbers altogether? Otherwise it would be like changing your name legally each time someone got a criminal record, it would defeat the whole purpose of the law.
