Who is required to complete a self assessment tax return? I am a higher rate tax payer, but haven't been asked. Do I need to do one?

Not unless you are asked.

You are still required to inform them if you have underpaid tax.

It's those with complicated tax affairs that are required to complete them. Higher rate tax can lead to this, but doesn't always

I�m on PAYE with work and have an untaxed additional income . I had to declare this to Inland Revenue.
Just because the taxman has not asked you to complete a return does not mean you do not need to do one. You have to ask for one if you think it is necessary, if for instance you receive any income taxed at a lower rate such as dividends and/or interest on savings. It is safer to ask for a return and complete it in these circumstances even if you will not owe any, or much, in tax as the penalties for non disclosure are severe.
