my 80 yr old father lent his neighbour �400 last Sept she said she would pay it back when her benefit cheque cleared but as yet she has only paid him �40. She did put pen to paper to say that she did owe him the money.Any ideas how to start proceedings to reclaim it

Nearly impossible. He could start proceedings in the County Court under the Small Claims which is cheap and simple.

But if your father is successful, the hard bit is enforcing it - which is more expense and not guaranteed, especially as the neighbour is on benefits.
