The floor limit on debit/credit cards, I believe is set for the shop by the bank that authorizes card transactions for the retailer. It means that if a customer buys goods above a certain amount, say �100, then the retailer has to phone up for authorization from the bank. Shops won't tell you the floor limit as it lets would-br fraudsters know how much they can spend before being checked up on.
Also the floor limits in shops change on a regular basis. And you NEVER tell the customer what it is.
