Graduate Account with foreign qualification

My girlfriend has a degree from a european university and she recently graduated. She has a current account with HSBC. They accept her foreign qualification but they wont open a graduate account because she hasn't lived in the UK for the past 3 years (go figure!). My question is: Does any UK bank accept a foreign degree without having lived in the uk for over 3 years?

Why does it have to be a graduate account?
Just go to a bank that doesn't need you to be a graduate.
Or is the issue simply that she isn't regarded as a UK resident for any type of account?

Simply because a graduate account offers interest free overdraft.
