can anybody tell me why some houses are exempt from the 1 percent property tax law

Because they are such bad areas the government removed the tax to make it more appealing.

To try and rejuvinate the area. In Great Yarmouth, most properties are exempt under �150,000 from the tax as they want to encourage people intot the area....
