Barclays Bank has just had its rating reduced to Aa3.
What is the highest rating a company can have? What was Barclays rating before and what is Lloyds Banking Group?

You are quoting Moody's Long Term bond credit rating, the highest of which is Aaa (3 points above Aa3)

Barclays current Aa3 rating is a 2-point downgrade from Aa1.
