Does my employer have to pay me the minimum wage increase from 1st october 2004 or do they have the right to start paying from 19th october 2004

if the new law came into operation on the 1st,then he has to backdate it to the 1st.
unless you started work AFTER 1st Oct 2004 in whcih case it will be from the date you started working for them.
If you were working for them on the 1st, then they must pay you the new rate from that date.  If you have any trouble, speak to the Inland Revenue or check their website www.inlandrevenue.gov.uk for the National Minimum Wage helpline number.
I work for an employment agency, they have to pay you the minimum wage from the 1st October 2004.
